摘要：水生态系统对人类社会发展具有十分重要的影响, 他能使水循环系统处于稳定的状态。

因此, 本文对水生态环境保护与修复的必要性、水生态环境存在的环境禀赋不优越、生态用水

被挤占、水生态系统功能被破坏等问题进行分析, 提出水生态环境问题的解决措施 (启动水生态

环境保护与修复专项计划、启动湿地生态保护工程) , 充分认识区域治理与流域治理结合的必要

性。在此基础上, 希望能为水生态环境的治理提供一些借鉴性建议, 使水生态环境处于积极的发

展趋势。

Abstract：Water ecosystem plays a very important role in the development of human society. It can

make the water recycling system in a stable state. Therefore, this paper analyzes the necessity of the

protection and restoration of water ecological environment and the existing problems of the water

ecological environment, such as the poor environmental endowment, the ecological use of water and

the destruction of the function of the water ecosystem, and puts forward the solutions to the problems

of the water ecological environment, such as the launching of the special plan for the protection and

restoration of the aquatic environment and the opening of the ecological environment. It is necessary

to fully understand the combination of regional governance and watershed management. On this basis,

we hope to provide some reference suggestions for water ecological environment governance so as to

make water eco-environment in a positive development trend.

伴随经济的飞速发展与科学技术的不断进步, 人类为了获取更高的经济利益, 以破坏水生态环境

系统作为代价, 造成水资源匮乏的局面。同时, 当水资源承载能力达到一定程度的时候, 河流断

流, 进而使水生态环境遇到严重的破坏。因此, 对水生态环境保护迫在眉睫, 要使经济发展与水

生态系统处于协调一致的发展状态中, 促进社会的可持续发展。
