“ ”宜宾市长江上游物流中心建设研究

摘要

物流业是国民经济的支柱产业，在优化资源配置、促进产业结构调整、转变经济发展方式和增

“ ”强区域经济竞争力方面发挥着重要作用。本文以宜宾市建设长江上游物流中心为例，对中国

地方政府在现代物流业发展中的作用进行一些初步探讨和研究。

本文从物流的兴起和现代物流业的特征入手，客观介绍宜宾市物流业发展的现状。认为近年来

宜宾市物流业发展取得物流规模效益持续提升、重点物流项目推进成效显着、物流基础设施不

断完善、物流发展机构及财政保障到位和物流企业快速发展壮大等成效，同时利用 SWOT 分析

“ ”方法，综合分析了宜宾市建设长江上游物流中心的优势和劣势、机遇和挑战。优势有区位优

势独特、立体交通完备、资源富集配套、产业基础良好、市场需求巨大、要素保障到位，劣势

是基础设施建设有待加强、物流市场秩序较为粗放混乱、政府服务水平有待提高、水运物流业

发展环境欠佳和物流企业发展有待提升，面临的机遇有现代物流业发展宏观环境较大改善的机

遇、中省实施一系列区域经济发展战略的机遇、临港经济开发区升格国家级开发区的机遇，面

临的挑战是全球性经济危机影响深远、物流行业的货源竞争激烈、物流货源需求挖掘的挑战和

各类物流人才非常缺乏。

通过学习借鉴国内外政府推动物流业发展的经验，从物流业发展中的市场失灵、政府发展物流

业的职能作用和落实新时期社会治理理念的现实需要三方而论述政府在物流业发展中发挥引导

“ ”作用的必要性，阐述宜宾市建设长江上游物流中心的总体思路和具体目标。

“ ”结合宜宾实际，提出了宜宾市政府建设长江上游物流中心的具体对策和措施即：一是健全监

管和服务现代物流业的体制。不断完善促进全市现代物流业发展的机制，加强全市物流行业发

展的分析研究，建立与物流发展相适应的市场监管体系。二是构建宜宾特色的现代物流支撑体

“ 系。着力构建 135612” “ ”现代物流节点空间体系，加快构建水铁公空管现代物流通道体系，积

极构建现代物流信息化体系，综合构建现代物流市场培育体系。三是突出打造宜宾水运物流

业。重新审视宜宾水运物流的重要性，加强对接建立协调联动长效机制，探索实行水运公交发

班运行模式，切实减轻水运物流负担，全力拓展水运物流市场，加大财政奖补力度。四是强化

政府对现代物流业的政策扶持。实施积极的财政政策，严格落实税收优惠政策，加强物流项目

用地保障，提升金融服务水平，促进物流车辆便利通行。五是加快现代物流人才队伍建设。制

定物流人才苑⒑鸵进规划，大力选派优秀人才挂职锻炼，鼓励本地院校培养物流人才。� �

  ABSTRACT

Logistic industry is a mainstay affair in the national economy which,plays a critical role in increasing

one regional economic strength, especially,improving resource allocation, promoting to adjust

industrial structure,transferring the way of economic development .The passage describes onthe case

of Yibin city construction of the upstream of Yangtze River,whichis some preliminary discussions and

research of Chinese provincialgovernment takes part in modern logistic industry.

This passage will tell you the character with regard to these emergingentities and modern logistic

industry, impersonally, introduce the conditionof development in the YinBin city logistic industry. In

recent decades,YinBin city logistic industry under SWOT analysis, they has of hadcontinual

promotion in certain scale of logistic industry, made greatprogress in fatal logistic projects, improved

endlessly its infrastructure,attained the achievements of economic safeguard and enhanced

thedevelopment of more logistic companies, at the same time ,which makessome analyses about the

advantages and disadvantages in the YinBin cityconstructions of the logistic center of the upstream of

Yangtze River,opportunities and challenges as well. Those advantages include preciouslocal traits,

prefect transport systems, rich configurations of resource ,greatbase of industries, enormous

requirements of market, completive elementindemnificatory. However, their drawback needs to

improve theinfrastructural constructions, obscure sequence in the marketplace, theservices of

government, water transport and logistics groups. And theopportunities enhanced the macroscopic

environment in the modernlogistic markets, carried out a series of resolutions, promoted fromup-

coming development zones to national development zones. Thechallenges should be these things

contain that global fiscal crisis, extremecompetitive resources of commodities, the requirements of

logistic and allsorts of scarce logistic talents.

For the total ideal and specific goal that is YinBin city constructionsof the logistic center of the

upstream of Yangtze River, which stems fromdisable market, the governmental obligation, gaining

real demands in thenew social rule of law since taken a page from the experiences ofmotivating

logistic industry. For their realities, there are some measures asfollow. First of all, improving the rule

of supervision and the service ofmodern logistic industry. Especially, regulations, analyses,

supervisedsystems in the modern logistic industry. In additional, creating modernsystems that is the

character of YinBin city. It needs to take painstakingefforts in building the dimension of logistic panel

point “135612”,accelerate its name “the links between water transport and railway”.

Thirdly, setting up the water transport in YinBin city .Reviewing theimportance, carrying out the

resolutions of creating associations of result,discovering the model of water transport bus, releasing

the pressure andexpanding in the water transport, and increasing subsidy. Fourthly,Reinforcing the

supportive rule for modern logistic industry. Take positiveattitude towards rules, promote financial

policy. At last not least,acceleratethe step about intellects .Making some plans for training logistic

talents andidea, fostering excellent individuals who has worked ,encouraging localcollege to teaching

more logistic professions.
