港口物流与区域经济互动发展探析

摘要

港口物流与区域经济协同发展是实现港城互动，推进港城经济一体化的重要途径。一方面，港

口物流为区域经济融入全球产业链提供良好的平台，带动临港产业及腹地经济快速增长；另一

方面，区域经济的增长也为港口物流提供充足的货源和资本保障，促进港口物流迅速发展。因

此，探讨港口物流与区域经济的协同发展机制，客观评价两者之间的协同发展状况，为港口及

区域产业发展政策的制定提供理论依据，成为一个值得研究的课题。

基于港口物流与区域经济均是动态的复杂系统，研究两者之间的协同发展不能局限于单方面一

对一的分析，需从系统的角度研究两者之间相互影响，相互促进的辩证联系。本文首先运用协

同学理论和相关区域经济理论，从港口物流对区域经济的推动作用以及区域经济对港口物流的

拉动作用两方面展开分析，总结出港口物流与区域经济的协同发展机制。接着，本文对已有的

复合系统协调度模型进行综合改进，将港口物流与区域经济分别看作复合系统的两个子系统来

处理，形成港口物流- 区域经济复合系统协同度模型，并采用重庆市 2001-2013 年统计数据，展

开实证研究。结果表明，重庆市港口物流与区域经济整体处于协同发展状态，且呈逐年递增的

趋势，现阶段两者已经达到中度协同状态；2010 年以来，重庆市区域经济发展水平略高于港口

物流发展水平，港口物流对区域经济的带动作用有待加强。最后，结合实证结果，本文提出加

强港口基础设施建设，完善港口集疏运体系；加强港口间的合作，合理配置区域资源；加强港

城产业结构互补，打造临港产业带等三条建议来进一步提高重庆市港口物流与区域经济的协同

发展水平。

ABSTRACT

Promoting the synergic development between port logistics and regional economy isan effective way

to realize the interaction of port and city. Port logistics creates a goodplatform for regional economy to

integrate into the global industrial chain, realizing theprosperity of hinterland economy. At the same

time, the growth of regional economy alsoprovides sufficient supply of goods and capital for port

logistics, promoting thedevelopment of port logistics. It is essential to clarify the synergy mechanism

between portlogistics and regional economy, in order to improve the collaborative development level

ofmulti-system and create win-win situation.

As port logistics and regional economy are both complex system, this paper discussesthe interaction of

them from a perspective of system instead of one-to-one analysis. Firstly,according to the system

coordination theory and regional economic theory, this paperanalyzes the collaborative mechanism

between port logistics and regional economy.

Secondly, this article formulates a multi-system synergy degree model for the relationshipbetween port

logistics and regional economy of Chongqing in 2001-2013. The finding ofwhich demonstrates that

the two subsystems are synergistic, and the synergy degree raisesas time go by, they reach a moderate

synergistic status in 2013; Since 2010, thedevelopment speed of regional economy is higher than the

speed of port logistics, so thereis something must be done to strengthen the positive impact of port

logistics to regionaleconomy. Lastly, based on the research results, this paper puts forward three

suggestions toimprove the collaborative development level of multi-system, such as, strengthening

theconstruction of port infrastructure to improve the port transportation system, enhancing

thecooperation among the different ports to make full use of the resources, adjusting thestructure of

harbor city to build the industrial cluster area.
