我国流动人口信息管理系统开发探析
     摘 要
作为一种重要的信息资源,人口信息具有极高的利用价值,可以保证国家政策和制度制定的科
学性,有利于推动社会的发展。近年来,我国社会经济发展速度迅猛,人口流动频率逐渐加
快,在制定各项政策措施和发展决策的过程中,都会应用到人口信息,由此可见,人口管理工
作的重要性。当前我国已经意识到流动人口管理工作的重要性,并构建了专项的部门进行管理
和控制,管理工作质量有了一定的提升。笔者主要结合当前城市流动人口管理工作情况,研制
了一套针对性的流动人口信息管理系统,并对系统设计和实现进行了分析,以期提升整体的管
理效率,改善管理工作质量。在建立流动人口信息化管理系统的过程中,应构建出更加全新的
运行机制,融合多种管理对策,例如,行政法规方式、经济方式等,在市场化运行机制的作用
下,借助政府机构的引导和调控作用,使流动人口信息化管理工作更加标准化和规范化。
本研究借助流动人口综合信息管理平台,在三层架构的模式下对流动人口信息管理系统的设计
与实现过程进行了分析和论述。在系统的开发过程中应用到多种技术和软件平台,其中综合统
计、违法记录、计划生育、暂住证和流动人口等多项管理模块是构成系统平台的几大关键,不
同管理模块的功能各不相同,共同服务于人口信息的管理工作。
本研究的主要分为四个阶段,即流动人口信息管理系统的分析,设计,实现和测试。主要内容
如下:
第一个阶段是流动人口信息管理系统的分析,从网络环境、软硬件环境设置、技术需求等方
面,分析了系统平台的开发技术及数据库类型;从网络环境、软硬件环境设置、技术需求等方

第二个阶段是流动人口信息管理系统的设计,分析了系统的整体架构、拓扑结构图,研究了系
统及数据中心建设系统的设计过程。
第三个阶段是流动人口信息管理系统的实现,主要对系统的三层架构应用进行了论述,研究了
系统人口数据管理各个模块的实现,并对违法记录查询、综合统计和管理模块的实现进行了分
析,总结了解决关键问题的对策。
第四个阶段是流动人口信息管理系统的测试,主要从测试需求及测试过程入手,分析了系统的
测试环节内容以及系统数据库性能对比测试内容得出最终的结果。
通过对以上四个阶段不同环节的工作和成果进行详细的论述,结果表明该系统功能性良好,可
以满足用户的使用要求,展性良好,结构化,维护操简便,性能非常强大,对流动
人口信息管理工作效率的提高到了极大的进作用。
    ABSTRACT
As a kind of important information resources, population information has a high utilityvalue, which
can guarantee the scientific nature of the national policy and system, it canpromote the development of
the society. In recent years, China's social and economicdevelopment is rapidly, the population flow
frequency is gradually accelerated, in the processof making various policy measures and the
development decision, it will applied topopulation information, thus, the population management is
very important. At present, ourcountry has realized the importance of the floating population
management, and built thespecial department to manage and control it, the quality of management has
a certainimprovement. The author mainly combined with the current urban floating
populationmanagement situation, developed a set of specific information management system for
thefloating population, and analyzed the design and implementation of the system, in order toimprove
the whole efficiency of management, and the quality of management.In the processof establishing the
floating population information management system, should build morenew operation mechanism,
fuse a variety of management measures, under themarket-oriented operation mechanism, with the help
of guidance and regulation ofgovernment agencies, the floating population informationization
management will be morestandardized and normalized.
This research with the aid of integrated information management platform of thefloating population,
under the three-tier architecture model,analyzes and discusses thefloating population information
management system design and implementation process. Inthe process of the development of the
system is applied to a variety of techniques andsoftware platform, including comprehensive statistics,
illegal record, family planning,temporary residence permits and the floating population and so on
many management module,which are several big key modules of the system platform, the function of
the differentmanagement module each are not identical, to serve the population information
management.
This research is divided into four stages: the analysis, design, implementation andtesting of the
floating population information management system. The main contents are asfollows:
The first stage is the analysis of the floating population information managementsystem, from the
network environment, software and hardware environment Settings,technical requirements and so on,
analyzed the development technology and the database typeof the system platform.
The second stage is the design of the floating population information managementsystem, that the
overall architecture of the system and the topological structure chart areanalyzed, the design process of
the system and the data center construction system arestudied.
The third stage is the implementation of the floating population informationmanagement system,that
the three-tier architecture applications of the system in this paper aremainly discussed, the realization
of the population data management modules in the system isstudied, and the illegal record query,
comprehensive statistics and the realization of themanagement module are analyzed, and summarizes
the countermeasures to solve the problemof the key.
The fourth stage is the testing of the floating population information managementsystem, which
mainly starts with the test requirement and testing process, and analyzes thecontent of the system's test
and the comparison of the performance of the system database toobtain the result.
Through discussing the above four stages of different part of work and results in detailin this paper, the
results show that the system function is good, can satisfy the requirement ofthe user to use, good
scalability, structural optimization, maintenance is simple, theperformance is very strong,it has played
a great role in promoting the working efficiency ofthe floating population information managemen.
