广州市 D局公务员激励机制优化探讨
   摘 要
近年来,中国的人力资源管理从理论和实践两个层面都有所进步,但就公共部门人力资源管理
激励机制这个子课题而言,相关的研究仍然处于初步探索的阶段,可以说目前对于激励机制中
的薪酬管理制度、晋升制度、考核制度和培训制度所存在之问题和创新性的解决思路的研究并
不令人满意。但是,激励机制在公共部门人力资源管理中却是如此重要,可以说只有制定和实
施完善的激励机制才能够吸引和留住优秀的人才,才能够提升公共部门行政效率和质量。
基于这一认识,本文立足于中国当前的实际,通过运用文献资料研究法、比较研究法和个案研
究法,展开对于我国公共部门人力资源管理激励机制的研究。
论文首先界定了公共部门人力资源管理激励机制的基本内涵,介绍了国外公共部门人力资源管
理激励机制的有益经验;然后对中国公共部门人力资源管理激励机制的历史作出考察,结合对
广州市 D 局公务员激励机制的实证考查,细致地描述中国公共部门激励机制的现状、存在的主
要缺陷以及造成的后果;最后重点讨论了公共部门人力资源管理之激励机制的创新。通过对中
国公共部门激励机制之现状和存在问题的系统研究,本文认为目前党和政府大力推进的简政放
权和反腐倡廉在倒逼公共部门人力资源激励机制的变革,中国的公共部门人力资源激励机制的
改革应该将此挑战转变为机遇,秉持新公共管理以人为本的理念,坚持公平公正的原则,创新
多层次的激励机制(物质激励与精神激励相结合、外在激励与内在激励相结合、组织目的对公
务员的约束与公务员对组织的认同相结合),从而解决公共部门人力资源流失和人力资源利用
效率下降的难题。

  Abstract
In the past decades, the theory and practice of human resource management inChinese public sectors
have achieved some progresses. However, research on theincentive mechanism of human resource
management in public sectors is just at thebeginning. Especially studies focusing on the defects and
creative measures toovercome these defects of salary management system, promotion system,
evaluatingsystem and training system in Chinese public sectors are urgently needed. It is true
thatincentive mechanism is very important to human resource management. Without aneffective and
feasible incentive mechanism, public sectors will lose theirs attractions fortalented people, have more
employees' turnover and finally lose their administrativeefficiency. On the basis of this understanding,
this dissertation explores in the incentivemechanism of human resource management in Chinese public
sectors by using suchapproaches as documentary analysis, comparative analysis as well as case study.
Itfirstly explores the connotations of incentive mechanism in public sectors and thesuccessful
experience of western countries such as the United States and Singapore inincentive practice in public
sector management. Then it looks back the history of theincentive mechanism in Chinese public
sector, and by a case study on a public sectorBureau D in Guangzhou City, it systematically
analyses the status quo, main defectsand consequences of the current incentive mechanism in Chinese
public sector. Finallyit proposes some innovations in future construction of incentive mechanism in
Chinesepublic sectors. By systematically analyzing on the defects of the current incentivemechanism,
this dissertation comes to the conclusion that innovations should beintroduced by insisting on the
“people-oriented” idea and the principle of fair andjustice, creatively constructing a multi-level and
multi-element incentive mechanismsystem combining material incentives and spirit incentives,
combing externalincentives and internal incentives, and combining the restriction of organization goal
onemployees and employees' organization identification ), in order to avoid employees'turnover and
improve the efficiency of human capital productivity in public sectors.
