泰安市公安局警力资源配置不足及解决措施

新世纪 W来,社会转型提速,利益格局调整加快,违法犯罪呈上升趋势,人民群众对公安民警执法

能力和水平的期望越来越高,复杂的社会发展形势与严峻的执法环境向传统的公安人事管理制度

提出了新的挑战。如何适应新形势的要求对警力资源进行优化配置,提高公安工作效率便具有了

研究意义和现实意义。

本文共分六个章节。绪论部分概述了课题的背景和现状、研究目的和意义、研究方法和框架

等。第二章讲述了公安机关警力资源配置方面的概念和原理。第 H章概述了泰安市公安局警力

资源配置的现状。第四章分析了警力资源配置存在主要的问题和产生问题的原因。第五章讲述

了其他国家和地区在警力资源配方面的一些特点和对泰安市公安局警力资源配置方面的启��

示。第六章根据前述内容提出解决泰安市公安局警力资源配置相关问题的对策。

本文 W泰安市公安局警力资源配置作为研究对象,通过研究泰安市公安局警力资源配置的现状,

认为泰安市公安局在警力资源配置方面存在诸多问题的主要原因在于财为资源过弱与对民警的

激励不足,并对症下药地提出了优化警力资源配置的方案。

ABSTRACT

In the new century, as the acceleration of social transformation and adjustment ofbenefit pattern ,the

illegal crime is on the rise, the people of the expectations of policeenforcement ability turns more and

more highier, complex social development situationwith severe law enforcement environment to a new

challenge to the traditional personnelmanagement system of public security. How to adapt to the new

situation for optimalallocation of police resources, improve the efficiency of public security work and

theresearch si 加ficance and realistic significance.

This paper is divided into six chapters. The introduction part introduced thebackground and

current situation, research purpose and significance, research methodologyand framework.The second

chapter describes the conceptions and principles of the publicsecurity organ in terms of police

resources allocation. The third chapter takes the PublicSecurity Bureau of Tai'an for example,

summarizes its current situation of humanresources allocation. The fourth chapter analyzes the main

problems of human resourcesallocation and the reasons for the problems of. The fifth chapter tells the

enlightenmentsof other countries and regions in disposition of the police force resources .The

sixthchapter puts forward the counter measures to solve the police force resource of Tai'anPolice

Bureau allocation related problems according to the content.

This paper takes the police force resources allocation in Tai'an City Public SecurityBureau as the

research object, through the present situation of human resourcesallocation of Tai'an City Public

Security Bureau believes that the main reason for thepublic security organs have many problems in

the aspects of police resourcesallocation is too weak and insufficient financial resources incentive for

the police and anantidote against the disease, put forward the optimization of human

resourcesallocation scheme.
