我国农村劳动力转移培训探究
摘要
伴随着我国经济、社会、城市化的快速发展，农村劳动力大规模的转移已经是一个
不可逆转的趋势。与此同时，教育培训在促进农村劳动力转移中的作用越来越明
显，而我国农村劳动力转移培训发展还存在诸多问题，在此情况下，结合自身国
情，借鉴他国经验，可以充分发挥教育培训在农村劳动力转移中的作用，推进农村
劳动力转移的进程。我国现在所处的发展阶段和面临的形势与 30 年前的日本有相似
之处，尽管我们两国国体不同、国情有异，但地理和文化上的相近又给了我们吸收
借鉴日本经验的便利。
日本战后农村劳动力数量的迅速增加使人地矛盾更加突出，经济的恢复与发展加速
了农村劳动力的转移进程，科技的迅猛发展对劳动力数量和素质提出了新的要求，
教育民主化观念的普及提高了劳动力素质。正是在这一背景下日本农村劳动力转移
培训大致经历了四个阶段，分别是：启动阶段、形成阶段、调整阶段和稳定阶段。
日本农村劳动力转移培训成效之所以显着，主要是基于其较为系统的农村劳动力转
移培训体系、较为完善的法律法规体系、较为严格的质量监控机制和较为科学的经
费管理手段。
在我国积极推进新型城镇化建设的背景下，农村劳动力转移任务还非常重，可以借
“ ” “ ”鉴日本农村劳动转移培训经验，构建 三位一体 的培训教育体系、 一法多规 的培训
“ ” “ ” “法律体系、 一统多监 的培训管理体系和 以线带面 的培训激励体系，积极推进 三
” “ ” 面两严 的质量保障体系建设和 四方联动 的培训服务体系建设。

ABSTRACT
With the rapid development of economy, society, urbanization in our country, thetransfer
of rural labor force with a large scale is an irreversible trend. At the sametime, the role
of education and training in promoting the rural labor transfer isbecoming more and
more obvious, the development of rural labor transfer training inour country is far
behind, combining with their own national conditions, drawinglessons from other
countries' experience, can effectively play the role of education inthe rural labor transfer
training. Now our country's developing stage and facingsituation has similarities with
Japan which did 30 years ago, although nationalitiesand national conditions are different
between the two countries, the close geographyand similar culture also provide us the
convenience of absorbing and making use ofthe past experience of Japan.
The rapid increasing number of Japan's postwar rural labor force made
thecontradiction more prominent between human and land, the recovery
anddevelopment of economy accelerated the transferring process of rural labor, the
rapiddevelopment of science and technology put forward new requirements for
labors'quantity and quality, the popularity of education democratization concept
improvedthe labors' quality. Rural labor force transfer began under the background
and itstraining development was divided into four stages: the start-up stage, forming
stage,adjusting stage and stable stage. Japan's rural labor transfer training effect
issignificant, mainly based on the system of the rural labor transfer training
system,more perfect laws and regulations system, the strict quality monitoring
mechanismand more scientific means of budget management.
Under the background of promoting the new urbanization construction in ourcountry,
rural labor transfer task is very heavy, we can learn from Japan's experiencein rural labor
transfer, construct the “trinity” training education system, training legalsystem of “ a law
and more rules”, training management system of “unify and manymonitoring” and training
