国道公路工程施工投标文件编制说明书
摘 要
纵观局势，我国的建筑行业飞速发展，建筑的水平大幅提升，我国的建筑企业施
工业务面不断的拓宽。在大环境下，更加要求招投标行业的正规化，透明化，作为一
名工程管理系的学生，究竟该如何编制好一份高质量的投标文件是一个重要的课题，
此设计根据省政府投资的一条公路——***公路招标文件进行的投标文件编写,随着国
家经济高速的发展，国家“一带一路”战略顺利实施，那吉镇的作用越来越明显，为
了改善当地的交通条件，让***公路发挥更大的经济推动作用，根据呼伦贝尔市阿荣
旗政府的意见，充分考虑了当地的交通便利性，同时也为了更加促进“一带一路”国
家战略的实施，建设此项目，那吉镇连接线是一条二级公路通车后，将达到一级公路
的水平。
设计主要制作的是投标报价、工程量清单的总说明、投标书等，此外编写的依据，
均来自现行的最新规范，而工程量清单，分部分项单价表的数据来自同望软件 10.v
版本导出。投标书严格依据行业规范进行编写。
该公路建设项目全长 2.165 公里，其中路基宽 12m，路面宽 10，占地亩面积为 79
亩，项目内包含大桥一座 127.5m，小桥一座 19.04m，涵洞两处。

connection line is a secondary highway opened to traffic, Will reach the level of the grade I
highway.
The design mainly produces the bidding quotation, the general description of the bill of
quantities, the tender, etc. In addition, the basis of the writing, are from the current latest
specifications, and the part of the bill of quantities, the unit price table data from the 10.v
version of Tongwang software exported.
The tender is prepared in strict accordance with the industry specifications. The total
length of the highway construction project is 2.165 kilometers, of which the subgrade is
