杭州市城市河道养护管理工作探析

　　摘要

随着经济社会的飞速发展，人们对城市河道的功能要求，从单纯的通航、灌溉、行洪逐步向有

优美水景观、良好水生态、正常水循环和安全水环境等多位一体转变。特别是在党的十八大之

“后，中央政府提出了加强生态文明建设，加大自然生态系统和环境保护力度，完善最严格的

”水资源管理制度等要求，如何通过城市河道养护管理来巩固和提升水环境质量摆在了更加突

出和重要的位置。

随着城市河道长效管理工作的不断深入，西方发达国家和国内较先进城市相继出台了城市河道

各项政策规定、养护标准、管理制度，河道养护管理工作正朝着科学、有序、健康的方向发

展。但受限于水环境过度开发利用和污染严重、管理内容复杂、经费缺口严重、社会参与程度

不高以及养护管理市场不健全等因素，河道综合管理与行业功能管理、流域管理与行政区域管

理关系尚未理清，影响了河道综合养护管理的效率和运行效果。

本文结合了杭州市城市河道养护管理的实际情况和特点，分析整理出一系列现实问题和困难，

同时借鉴国内外城市河道养护管理先进模式、经验和典型做法，结合杭州市各城区在城市河道

综合养护管理市场化方面的意见建议，提出城市河道养护管理要遵循的原则，在加快基础设施

建设和开展实事工程项目的同时，通过建立健全保障机制、创新丰富手段、培育壮大队伍、逐

步拓展市场等方法，从而推动养护管理质量稳步提升，促进养护管理市场良性发展。

ABSTRACT

As the rapid development of economic society, people's requirements on urbanriver function turn

gradually from simple role of navigation, irrigation, and flooddischarge to all in one including fine

water scenery, good water ecology, normalwater cycle and safe water environment. Especially after

18th National People'sCongress, central government raised claims such as strengthening the

construction ofecological civilization, increasing the natural ecological system and protecting

theenvironment, and improving the most strict water resources management system. It ismore

prominent and important how to consolidate and improve water environmentquality by maintenance

and management of urban river.

With deepening of long-acting management of urban river, some westerndeveloped countries and

domestic advanced cities have issued policy, maintenancestandards and management systems. River

maintenance management is moving in thedirection of the scientific, orderly and healthy development.

But limited by factors ofexcessive exploitation, utilization and serious pollution of water

environment,complexity of management content, severe funding gap, inadequate

communityinvolvement, and imperfect maintenance management market, the relationship ofriver

comprehensive management and industry function management, watershedmanagement and

administrative region management is not clear yet, which influenceefficiency and effect of urban river

comprehensive maintenance and management.

This paper analyses a series of practical problems and difficulties, combining theactual situation and

characters of urban river maintenance and management inHangzhou city. It proposes the principles to

follow during urban river maintenanceand management, referring to advanced pattern, experience and

typical practice homeand aboard, and combining opinion and suggestion of urban city maintenance

andmanagement marketization in each district of Hangzhou city. When we speed upinfrastructure

construction and important projects, we should also promote the steadyimprovement of maintenance

and management quality, and accelerates healthydevelopment of maintenance and management market

by the methods of establishingand perfecting guarantee mechanism, innovating and enriching

processes, nurturingand growing professional team, expanding market gradually.
