黑龙江省墨尔根河堤防加固探究

墨尔根河的流经区域是黑龙江省重要的水稻生产基地之一，它由东北向西南流经绥棱县、绥化

市和庆安县境内。墨尔根河的治理对推动当地特色农业经济的发展，保障我省粮食安全起到了

战略性的意义。然而现有的墨尔根河防洪堤工程老旧，工程标准低，配套程度差，河道内多年

未实施清淤，萎缩严重的河道，严重威胁了沿岸居民的生活安全。为了充分发挥流域内的水土

资源优势，对墨尔根河进行了综合的工程治理。

文中通过对墨尔根河现状展开充分的调研，并收集阅读国内外河流改造的相关文献，从实际情

况出发分析墨尔根河不同危险地段产生的不同险情和不同的方案比选及相应的水利计算，提出

了相应的堤防险工段的加固措施、护岸险工段的护砌措施以及河道的一些治理措施。并对其产

生的防洪效益进行了经济评价分析，证明了这些措施的切实可行性。

　 Abstract

The Moergen river flows through Suileng County ,Suihua city and Qing'an Countyrespectively from

northeast to southwest. The area that it flows through is one of theimportant rice commodity grain

bases in Heilongjiang province. The govern of Moergenriver is of strategic significance to promote the

development of local characteristics ofagricultural economy and protect the food security of our

province. However, existingdike along the Moergen river is old and broken, its engineering standard is

low andsupporting facility is poor. The river have not been dredged for many years whichcauses a low

flood capacity. Therefore, this situation constitutes a serious threat to theflood control safety of coastal

towns. In order to make full use of the advantages of soiland water resources in the river basin, a

comprehensive govern measure has to be takenon the Moergen riverIn this paper, Corresponding

reinforcement measures of dike sections, protectionmeasures of embankment dangerous sectiosn and

some control measures of ecologicalprotection are put forward in this paper. through analysis of the

different situations ofdifferent dangerous areas, comparison of the different schemes and

corresponding waterconservancy calculation, by carrying out a full investigation of the Moergen

riversituation and the collection of related literature about domestic and international riversgovern, the

economic evaluation and analysis of the flood control benefit are analyzedas well. The results show

that these measures are feasible.
